Bold opening hook: Nine Pangasinan government offices, including four hospitals, have earned top marks for quality management—a clear signal that public service in the province is stepping up its game. And this is just the start of a larger conversation about how excellence in administration translates into real benefits for citizens.
LINGAYEN, Pangasinan — A total of nine offices within the Pangasinan Provincial Government, among them four hospitals, were recently lauded for outstanding performance under the Strategic Performance Management System (SPMS) and for achieving ISO certification in Quality Management.
The awards were announced on December 4 by the Human Resource Management and Development Office, led by Ms. Janette C. Asis. The recipients fall into two categories:
Best SPMS Implementers (Certificate and PhP 5,000 prize each):
- Pangasinan Public Employment Services Office (PESO) for the 1-50 employees category
- Sangguniang Panlalawigan Secretariat for the 51-100 employees category
- Provincial Agriculture Office for organizations with 101 or more employees
ISO-certified Quality Management Award (Certificate and PhP 8,000 prize each):
- Provincial Health Office
- Internal Audit Division
- Pangasinan Provincial Hospital
- Urdaneta District Hospital
- Bolinao Community Hospital
- Lingayen District Hospital
These recognitions reflect a concrete link between staff performance and organizational outcomes through SPMS, and they celebrate a management framework that aligns with international quality standards via ISO certification.
